Actually, "Panty & Stocking with Garterbelt" is the name of the series (highlighted in purple) and when a character from a cartoon, comic book, anime, etc. series (highlighted in green) is featured in a picture, the tag for the series is included, too
Here, it's Panty, but if say, an image of Maude Flanders were posted, the tag for The Simpsons would be added since she's a character from that show, even though Maude isn't a member of the Simpsons family

Likewise, the tag for the artist (in this case mogu, highlighted red) is added in spite of the artist themself not appearing in the image

"panty & stocking with garterbelt" is a pretty specific tag, leaving little room for error. This picture gets only one of the three elements right.
