To be fair to the artist, the Powerpuff Girls were created in a freak accident...so it wouldn't surprise me if they were not actual girls at all, and just some freak humanoid form the the Professor felt like he had to relate to something he could understand, so as to not cringe in horror at what he created, thus somehow channeling these "girls" lust for fucking shit up into a more positive manner.

That's just my opinion as to why the artist may have opted out of the nipples...who knows though...

Actually its because when the powerpuffs got naked in the show their nipples and naval were censored by not being drawn. So the artist chose to keep the censorship.
