Most adults watching Scooby Doo thought Velma was a lesbian.
Her and shaggy didn't seem like a couple (while Freddie and Daphne sort of did).
Back then, gay characters were portrayed as being some extreme of characterism. Gay guys were the quirky, funny, socially-inept or extra-friendly folks that never seemed to be married or pursuing girlfriends (eg: gomer pyle & floyd the barber on andy griffith). Lesibans were portrayed as being very straight-laced, proper, well-dressed, and highly-educated (eg: ms. hathaway on beverly hill billies).
On Scoobie Doo, the characters were sort of relationship & sexual-orientation ambiguous. So, people watching could project whatever relationship and sexual orientation onto them that they want. So, folks would get into arguments over whether Shaggy and Velma were a couple (b/c some people love the idea of opposites attracting). Some figured Shaggy was a pot-head even though there was never any mention of pot. Some figured Velma was a lesbian by the way she dressed and acted. Some figured Daphne and Freddie were a couple, because they just seemed like "the good looking people" and people assume good looking people in a group are in a relationship. Some thought Freddie was gay, because he wore a scarf and dressed a bit like gay people of the times. Daphne was figured to be a lip-stick lesbian by a few people that watched and were lip-stick lesbians themselves.
This was how shows worked around the censorship of the time. The 60's and 70's were about free love and acceptance, but the government was still cracking down with censorship and morality. So, shows had to make things ambiguous to portray a character of questionable sexuality that viewers could decide for themselves what the sexual orientation was.
