No, not whipping her own parent. The man/pig is the main character from Porco Rosso, and the girl is the granddaughter of his mechanic who redesigns his fighter plane. They actually end up having a good relationship in the movie despite her being a teenager and him being much older, and she ends up kissing him to break a spell and turn him back into a normal man.
