Meglif is from a long-running series of flash cartoons (now available on youtube as well) called The International Moron Patrol. I actually voice my own character 'Hentaiboy' in this series. I did take a few liberties with Meg's character design, however, as she's generally more modest in the cartoon.

Yeah, it's pretty bad in the early episodes, but improves a bit as time goes on.
