Spanking before or after the writing really depends on the type of girl.

If she's a pain-avoidance type, then it can be good to have her write the sentences first. This lets her dwell on the physical punishment coming up. By the time she writes her last sentence she'll probably be in tears over the upcoming spanking, because the dread of the pain overpowers her.

If she's a people-pleaser type, the kind that prefers your company to being left alone, usually just leaving her alone is the worst punishment of all. It may seem to make sense to spank before the writing, then leave her alone to do the writing. However, doing the writing acts like a mental distraction. You want her fully thinking about your absence, so she'll understand just how much trouble she's in. So, you make her write first, then spank her, then leave her alone for a period of time to look at the writing, feel the sting on her butt, and dwell on your absence.

If she's a pain-pig, then spank her every time she completes a sentence. Make her write 100 sentences, and each time she completes one she gets a swat. If she takes longer then 20 seconds or so to write the sentence, she gets a swat. She'll be able to bare it and act defiant in the beginning, but as the pain builds up she'll eventually break.
