That coat is a lovely fit for Reina, yes, especially with how she's wearing it here! It's definitely an homage to her old man's fashion sense, yes. On the subject, I'd like to see Heihachi's Tekken 3 P2 costume with the maroon coat get added to Tekken 8 for her. :)
