is there anyway that tags can be locked so only the person that posts the pic can change or delete it?

Quite honestly, I believe that idea needs to stay on Paheal. I don't believe that only one person should be allowed to edit tags. Of course it's true that a troll for example can come along and stuff up the tags on your uploads, a staff member should at least deal with that and either 1. take the users privileges away or 2. just ban them. It's something that I haven't seen myself just yet but it's only a matter of time.

i was thinking more like at most ppl can lock five tags of there choosing so someone doesnt delete all the tags so the pic can be deleted

It's counter productive to lock tags. It defeats the purpose of tagging in the first place.
