Should the person that is uploading like 70+ images to the site at the same time with jus 1 tag be banned or what ? He/she is uploading like 100+ images all at once with 1 tag and is only doing it to advertize a shitty website

The only reason why he still has upload rights is because he uploads good artwork to the website. That's pretty much it.
It's better to have good non-tagged images then no images at all or terrible tagged images. The site benefits from having good artwork. Using the search engine eliminates your issue with him entirely.
